The Idaho Barber and Cosmetology Licensing Board requires the following qualifications for licensure:
“The Board may grant a license to an applicant for licensure who meets the requirements set forth in Section 54-[5]810, Idaho Code, pays the required fee, meets the requirements prescribed in Section 300 of these rules, and the following education or apprenticeship, experience, and examining qualifications” (IDAPA 24.28.01, section 301)
Graduation requirements at Evans Hairstyling College shall include scheduled classes of 1,800 clock hours, which meets or exceeds the state of Idaho requirement. Taking no less than twelve (12) months of schooling, figured at thirty-four (34) clock hours each week, as well as all monies owed to the school are paid in full.
Applicants must be 16.5 years of age or older at the time of application as required by the State of Idaho.
Students will need to be capable of working with their hands on a daily basis and able to stand for several hours at a time.
Upon completion of your course in cosmetology you will receive a certificate of completion that will allow students to sit for the Idaho state board for the Cosmetology License. Upon passing the board tests and meeting all certification/licensure requirements students will receive their license and be qualified to begin employment.

The following is the Satisfactory Academic Progress Policy for Evans Hairstyling College:
All students enrolled at Evans Hairstyling College are required to maintain Satisfactory Academic Progress based on the program the student is enrolled in throughout their schooling. The Policy is printed in the catalog to ensure that all students receive a copy prior to enrollment. The policy complies with the guidelines established by the National Accrediting Commission of Career Arts and Sciences (NACCAS) and the federal regulations established by the United States Department of Education.
Students are evaluated for Satisfactory Academic Progress at the completion of the following evaluations periods.
450 hours and 14 weeks |

Evaluations will determine if the student has met the minimum requirements for satisfactory academic progress.
Students will be evaluated within 7 school business days of the conclusion of each evaluation period.
Students are required to attend a minimum of 70% of the hours possible based on the applicable attendance schedule in order to be considered maintaining satisfactory attendance progress. Evaluations are conducted at the end of each evaluation period to determine if the student has met the minimum requirements. The attendance percentage is determined by dividing the total hours accrued by the total number of hours scheduled At the end of each evaluation period, the school will determine if the student has maintained at least 70% cumulative attendance since the beginning of the course which indicates that, given the same attendance rate, the student will graduate within the maximum time frame allowed.
The maximum time (which does not exceed 143% of the course length) allowed for students to complete each course at satisfactory academic progress is stated below.

The institution operates all programs according to the following academic year: 900 Clock Hours to be completed in 28 academic weeks.
The maximum time allowed for transfer students who need less than the full course requirements will be determined based on 70% of the scheduled contracted hours.
Students who have not completed the course within the maximum time frame will be terminated. Students will be permitted to re-enroll in the program on a cash-pay basis as outlined in the re-enrollment provisions of the institution’s re-entry policy.
The qualitative element used to determine academic progress is a reasonable system of grades as determined by assigned academic learning. Students are assigned academic learning and a minimum number of practical experience academic learning is evaluated after each unit of study. Practical assignments are evaluated as completed and counted toward course completion only when rated as satisfactory or better If the performance does not meet satisfactory requirements, it is not counted and the performance must be repeated. Students will be evaluated in order to ensure students are on track to complete required practical skills needed for graduation. Students must maintain a written average of 75% and pass a FINAL written and practical exam prior to graduation. Numerical grades are considered according to the following scale.

Students meeting the minimum requirements for academics and attendance at the evaluation point are considered to be making satisfactory academic progress until the next scheduled evaluation. Students will receive a copy of their Satisfactory Academic Progress Determination at the time of each of the evaluations. Students deemed not maintaining Satisfactory Academic Progress may have their Title IV funding interrupted unless the student is on warning.
Students who fail to meet minimum requirements for attendance or academic progress are placed on warning and considered to be making satisfactory academic progress while during a warning period. The student will be advised in writing on the actions required to attain satisfactory academic progress by the next evaluation. If at the end of the warning period, the student has still not met both the attendance and academic requirements, he/she will be deemed not meeting SAP and may be ineligible to receive Title IV funds.
Students may re-establish satisfactory academic progress and Title IV aid, as applicable, by meeting minimum attendance and academic requirements by the end of the warning period.
If enrollment is temporarily interrupted for a Leave of Absence, the student will return to school in the same progress status as prior to the leave of absence. Hours elapsed during a leave of absence will extend the student’s contract period and maximum time frame by the same number of days taken in the leave of absence and will not be included in the student’s cumulative attendance percentage calculation. Students who withdraw prior to completion of the course and wish to re-enroll will return in the same satisfactory academic progress status as at the time of withdrawal.
Noncredit, remedial courses, and repetitions do not apply to this institution. Therefore, these items have no effect upon the school’s satisfactory academic progress standards.
With regard to Satisfactory Academic Progress, a student’s transfer hours will be counted as both attempted and earned hours for the purpose of determining when the allowable maximum time frame has been exhausted. SAP evaluation periods are based on Actual contracted hours at the institution.

Evans Hairstyling College was started in 1973 in Cedar City, Utah. It has grown through-out Utah and is now open in Rexburg, Idaho. Evans Hairstyling College is excited about our new location in Idaho. Evans Hairstyling College – Rexburg Campus opened in the fall of 2005 and is dedicated to helping students obtain a progressive and profitable career.
Rick Evans and his wife April opened their first beauty school in Provo, Utah in 1978 and a second in Orem, Utah in 1987. They now live in Idaho and are excited to bring their knowledge and expertise to Rexburg. Rick has been a hands-on owner and instructor since opening his first school and thoroughly enjoys his profession as a hair stylist and instructor. He feels that it is important for the owner of the school to be involved with the students and clients that support the students in their education. He is an accomplished professional in the arts of cosmetology. Being progressive in coloring, cutting, styling, hair design, and all areas of the profession, Rick enjoys attending educational seminars to learn about the latest styles and products. This constant infusion of information enhances the education of his students and is reflected in the graduates’ abilities as accomplished cosmetologists.
We believe that the first step to becoming a professional cosmetologist is developing a professional attitude. Evans Hairstyling College is committed to providing an environment where they encourage students to have a positive attitude toward fellow students, instructors, patrons, and their educational experience. This will make them more successful in their lives and schooling.
Personal grade is tracked and evaluated quarterly based on student’s standard of conduct.

The clinical floor is divided into two classes. Junior students have completed zero to 900 hours. A senior student has completed 901 to 1600 hours.
This school has a classroom, clinical floor area, facial room, pedicure room, nail/manicuring room, break area, and plenty of parking for students and clients. Our school has excellent patronage for students to gain experience from, with both males and females in a wide range of ages. The school is a beautiful 10,000 square foot facility with all new and up to date equipment. Our school includes the use of computers and the latest classroom and video equipment. We expose our students to many professional products and use outside professionals when available, to provide additional learning experiences for students.
The average enrollment for each class is limited to give each student the personalized instruction they need.
Classes start in January, April, June, and September on the 2nd Tuesday of that month.
NOW THEREFORE: If a student withdraws, drops, or is terminated from school, or is not in physical attendance for 30 days (which is considered a drop), or does not return from leave of absence, the student will be terminated as of the return date of leave, or an unofficial withdrawal that a student is no longer participating in class assignments, examinations, tutorials, computer assisted instruction and participation in academic advisement or other academically-related activities and does not complete their training of 1600 hours. They will be charged according to the refund scale for tuition unpaid. A student returning from a withdrawal or termination will be brought back as a transfer student.
Leave of absence is for a student to take off a block of time without affecting the students contract time. Leave of Absence will extend the students contract time a maximum time frame by the same number of days taken in the Leave of Absence. A leave of absence may be used for medical or other dire circumstances. (Examples: Medical surgery, Death in family where student may assume responsibility of family, Parent surgery where student may assume responsibility, ETC.) Not acceptable would be just to take time off, vacation time, to move away for a time and come back, ETC.
Leave must be filed in writing in advance unless dire circumstances (accident) and must explain the reason for the needed Leave of Absence, then being signed by requesting student. In the case a Leave of Absence cannot be requested prior to (accident) a request must be collected from the student at a later date, and the school will establish the start date of the approved Leave as the first date the student was unable to attend. No additional cost is added for Leave of Absence. A student granted a Leave of Absence that meets these criteria is not considered to have withdrawn and no refund calculation is required at that time.
The reasonable expectation that a student will return from a leave of absence needs to be a minimum of 4 weeks and no more than 6 months. Except for the case of a positive Covid-19 test. In this case a shortened leave that follows CDC guidelines may be applied from the positive result date and will be approved. A Leave of Absence will not be granted if the Leave of Absence together with any additional Leave of Absences previously granted, exceed a total of 180 calendar days in any 12-month period.
The student will be withdrawn if the student takes an unapproved Leave of Absence or does not return by the expiration of an approved Leave of Absence and the student’s withdrawal date for the purpose of calculating a refund will be the student’s last date of attendance.
A leave will be a binding agreement in time and add to the anticipated graduation date of student’s contract by the same number of calendar days taken in the Leave of Absence.
Any student who does not abide with school policies will be given a written warning that the policy has been broken. If it continues, the student will have an interview with Mr. Evans and be advised of the future of their schooling. This could result in a probation, suspension, or termination.

At Evans Hairstyling College we provide entry level training in Cosmetology. Upon completion of the course the student will receive a certificate of completion which will allow the student to take the State Board Exam.
All assignments are to be handed in the morning they are due; however, assignments may be made up within one week of due date for excused absences and if prior arrangements have been made. Tests may also be made up within one week of test date if a student has made arrangements ahead of time but will lose 10% off the total of the test.
Tuesday – Saturday 9:00 a.m. to 5:00 p.m.
One hour lunch (each schedule)
After Graduation students are welcome to contact the school for support on work and services they are doing in their salons. The staff will be glad to help them in their continued growth as a Cosmetologist.
The school does not guarantee any employment. The school will assist students in finding employment, by helping with resume, listing jobs available on bulletin board, help students make contacts/job referrals, professional appearance guidelines, and follow up.
Upon completion of your course in cosmetology you will receive a certificate of completion that will allow students to sit for the Idaho state board for the cosmetology license. At that point your future is yours. You may start at an entry level, but you will have what you will need to open your own salon. You may choose to work as a platform artist, color, or chemical texture technician, maybe a nail or facial technician. Your future will be up to you.
All students are required to attend a school orientation on the first day of school. Orientation will cover all pre-enrollment information given and any additional questions will be answered so that all students are well informed and knowledgeable about their choice to attend school at Evans Hairstyling College.
Applicants must provide proof of education in the form of a high school diploma, GED, or higher education and a copy of your driver’s license, or a birth certificate to show proof of age. Applicants must be 16.5 years of age or older (required by the State of Idaho).
If an applicant completed high school equivalent education outside of the United States or in a foreign language it is required that a verification of a applicants high school diploma be verified and translated into English to confirm the academic equivalence to the U.S. High school diploma.

Students transferring into Evans Hairstyling College from any other course in Cosmetology must meet the following criteria.
This institution will inquire about each veteran’s previous education and training, and request transcripts from all prior institutions, including military training, traditional college coursework and vocational training. Previous transcripts will be evaluated, and credit will be granted, as appropriate.

Student must maintain an average quarterly grade of “D” or 70% or better. Students who earn an “F” in any portion of that quarter will be placed on probation. If grades are not brought up in the following quarters the student will be terminated from school. No credit will be given for any quarters containing an “F” after termination.
The school policy is to give any student or parent, guardian of minor student the right, after making an appointment to have access to their files and records under the supervision of a qualified staff member of the school. Written consent from student or guardian is required for release of records in response to each third-party request unless otherwise required by law. The school will allow the student or guardian the opportunity to denied authority to publish name address phone date and place of birth, field of study, date attendance degrees and awards received, date of graduation, previous school attendance and/ or date of graduation from previous school “directory information”.
The school will provide and permit access to student files and other school records as required for any accreditation process initiated by the school or by NACCAS or in response to a directive of the Commission.
Any student dismissed from school has the right to petition the school board for re-entry and if accepted will need to submit a new application for acceptance for next available class. Re-accepted students re-enter school in the same standing in which they were dismissed. If the student was dismissed due to a failing to maintain passing grades the student will enter back into the program being placed on an academic probation and required to meet with an instructor on a biweekly schedule to set goals and ensure progress of student until student is in a position, they no longer have need of a biweekly meeting.
The school will be closed on all legal holidays, including Independence Day, Thanksgiving (plus Friday & Saturday), Christmas (plus additional days between Christmas & New Year’s), and New Year’s.
For an absence to be excused a student must make arrangements ahead of time to miss school or a confirmed sickness which must be called in before 9:00 a.m. and talk to an instructor.
You are allowed four Saturdays off for the contract time. Each one over that will have an additional charge.
Attendance will be assessed once per month and a ledger showing students attendance will be given to each individual student. Students must maintain a passing grade in attendance. Attendance is graded on a flat percentage based on actual hours of attendance vs scheduled hours of attendance. Tardies will affect attendance grade in the following manner. Each student is given 3 possible tardies each quarter before they will start affecting their grade. Each tardy after the 3rd 1% will be deducted from the students over all percentage for attendance. Students are officially tardy if they have not clocked in before 9:01AM.
If a student is no longer meeting satisfactory academic progress in attendance at the end of the quarter they will be placed on academic probation and be required to meet with an instructor biweekly to set goals and ensure progress of student until student is no longer in danger of termination of schooling.
If student fails two quarters of attendance they will be terminated from school.
Any student with no attendance of schooling for a 30 day period will be terminated from school.
Students will be allowed to be tardy 3 times per quarter after which each incidence will cost the student 1% of their attendance grade per quarter.
If an applicant is not accepted by the school, they shall be entitled to a full refund of monies paid to the school, with the exception of the non- refundable registration fee. Refund Policy applies to all terminations of continued education for any reason, by either party, including student decision, course or program cancellation, or school closure.
NOW THEREFORE: If any student or legal guardian cancels their enrollment in writing, within three (3) business days of signing school contract, all monies collected by the school less the $50.00 of registration fee will be refunded. If any person cancels their enrollment after three (3) business days, regardless of whether or not student has started classes. If any person cancels their enrollment after three (3) business days, after signing school contract, prior to the start of classes all monies collected by the school will be refunded to the scale below less the registration fee of $50.00. Cancellation date will be determined by the postmark on written notification, or date delivered in person.
For students who enroll in class, the following schedule of tuition adjustment will be considered to meet the minimum standards of refunds.

Enrollment time is the time elapsed between the actual starting date and the date of the student’s last physical day of attendance in school. Enrollment time is based on 6.75 hour day over 1600 hours no matter what the graduation date is. Refund calculations are based on scheduled hours.
A student must notify the institution of his/ her withdrawal. Any monies due the applicant or student shall be refunded within 30 days of written cancellation by the student, or formal termination of the student from school, which shall occur no more than 30 days of the last physical attendance.
Students who do not return from a leave of absence, last date of leave is used as the termination date. If the student on a Leave of Absence notifies the school that they will not be returning, the date the institution was notified by the student that they will not be returning from their Leave of Absence will be the withdrawal date.
If the student does not notify the school of their withdrawal, termination shall be based on monitoring of participation in class assignments, examinations, tutorials, computer assisted instruction and participation in academic advisement or other academically related activities.
The kits and equipment are the property of the student and must remain in the school while the student is enrolled in school. They will take their property when they withdraw or graduate. (There is no refund for equipment or kits after three (3) business days into school contract.)
If a course and/or program is canceled subsequent to a student’s enrollment, and before instruction in the course and/or program has begun, the school shall at its option
If the school cancels a course and/or program and ceases to offer instruction after students have enrolled and instruction has begun, the school shall at its option:
If the school closes permanently and ceases to offer instruction after students have enrolled, and instruction has begun the school must make arrangements for students. The school shall at its option:
All cost for books, kit, equipment, or other charges not part of the tuition is non-refundable and must be paid for by the student.

A minimum of $1,000.00 down payment will be required on or before the first day of school.
The balance of the tuition can be broken into ten equal monthly payments. This will be due at the first of each month starting the second month of school. Call Mr. Evans for scheduling monthly payments. Payments can be made to the institution with cash, card, or check (written to Evans Hairstyling College).
School has no housing available, but we have apartments listed on school bulletin board.
School will advise students for needs in school. For other services or needs the school will use outside resources.
